The ad hoc Budget Advisory Committee met on Thursday January 31st to discuss the 2019 Capital Program and the updated 10-year Capital Forecast. The committee endorsed a program of approximately $6.7M in spending, funded with $1.7M in general levy dollars. Remaining funding is provided through development charges, reserve funds and senior government programs.
The entire capital program consists of 53 projects, in addition to on-going projects from the previous year. Some notable projects for 2019 include: Updates to the Strategic Plan and Fire Master Plan; Capacity Building of Asset Management; Renovations to Wilmot Fire Station 3 (New Hamburg); Water/Ice Rescue Equipment; SCBA Replacements; Radar Speed Display Signs; Road Reconstruction on Hannah, Lewis, Church and Wilmot Street in New Hamburg; Engineering for St Agatha Watermain Looping and Morningside Trunk Sanitary Sewer; Hot Mix Paving of Sandhills Road (Huron to Bleams); Hard Surfacing of Holland Mills Road; Sidewalk Maintenance and Repairs; Carbon Sink Design Study; Kitchen Upgrades at Community Centres in New Hamburg, New Dundee and St Agatha; LED Lighting Upgrades in Various Locations; Kirkpatrick Park Parking Lot Reconstruction; and Chimney Repairs at Castle Kilbride.
The 10-Year Capital Forecast was updated based upon information provided through a variety of studies including, but not limited to, the Strategic Plan, Fire Master Plan, Recreation Master Plan, Trails Master Plan and Asset Management Plan. Cost estimates were updated based on current market conditions, while funding estimates were revised based upon approved Senior Government Funding programs. In total the 10-Year Forecast projects $64.8M in capital spending from 2019-2028.
