Disclosures of Pecuniary Interest

All members of Council, local boards and committees have an obligation to act honestly and responsibly when making decisions or giving advice on Council, board or committee matters. This obligation includes the disclosure of pecuniary interest.


A pecuniary interest refers to a situation where a member has a direct or indirect conflict related to a matter under consideration. A full explanation of direct and indirect pecuniary interests can be found in the Municipal Conflict of Interest Act.

The onus is on the member to determine whether they are affected by the pecuniary interest provisions. All members must submit their disclosures of pecuniary interest in writing to the Clerk immediately following the meeting during which they verbally disclose a pecuniary interest using the online Disclosure of Pecuniary Interest Form.

December 12, 2022 ad hoc Budget Committee Meeting 11.5 I have an indirect pecuniary interest related to an organization mentioned in the agenda under item 11.5, specifically to the application in the report from  group #2 "Wilmot Agricultural Society", as I am a board member of this society. The grant was listed among 25 local organizations in the report. There was no debate or formal vote about this particular grant allocation. In fact, as chair I did not vote on 11.5 and the report recommendation was carried based on a non-recorded show of hands, which can be viewed on the Township YouTube recording of the meeting at (58:21) in the video. This is an acknowledged contravention of the MCIA but it was committed through inadvertence. As soon as I realized, I discussed the incident with the Integrity Commissioner and have acted on their advice. Further, they advised they do not see this as a violation of the act since my failure to disclose the indirect interest ahead of the December 12 meeting was a result of inadvertence.

I am uncertain if my original pecuniary interest still exists after her passing, as a resulted I didn't involve myself in the discussion or voting on this issue.

I am also the Safety Officer of the Firebirds, which is also being considered as a grant recipient. These affiliations also give me a conflict of interest for the Affiliation Policy.
