Waterloo region municipalities launch a new pilot program, inviting developers to collaborate on building for the future
As of November 5, 2026, developers and builders across Waterloo region are invited to participate in a new voluntary pilot program to explore ways to make their developments more energy-efficient, resilient, and sustainable.
Through WR Community Energy, Waterloo Region municipalities are working together to advance a harmonized approach to building for our changing environment. The High-Performance Development Standards (HPDS) Pilot Program is the next step in exploring how high-performance development practices can be applied to real-world projects.
The HPDS are a suggested set of standards for consideration in new development applications in the Cities of Cambridge, Kitchener, and Waterloo, and the Townships of North Dumfries, Wellesley, Wilmot, and Woolwich.
Through standard planning application processes, this Pilot Program gives developers an opportunity to put these practices into action, share what works, and help shape future approaches to development in Waterloo region. These practices can help reduce energy and water use and keep utility bills low, prepare buildings and communities for a changing climate, and make better use of resources.
The program was developed through extensive engagement with municipal staff, the development industry and the community, technical analysis, and a review of best practices. It is the next step in exploring how these practices can work in real-world projects.
The pilot will explore measures such as:
- Electric vehicle parking and charging infrastructure;
- Sustainable roofing;
- Water efficiency; and
- Stormwater management.
Participation in the Pilot Program is voluntary and open to interested developers and builders through the planning application process. Participants will be invited to submit a Statement of Interest, with projects selected that will ensure a mix of building types and locations across Waterloo region.
All participating projects will be recognized with additional Bronze, Silver, Gold, and Energy Innovator recognition awarded to builders and developers based on the number of HPDS targets achieved.
This is an opportunity for developers and builders to showcase leadership in high-performance development, share lessons from real-world projects, and help shape future development in the Region.
The Pilot Program creates a space to explore what works, recognize industry leadership, and advance more efficient, resilient, and sustainable communities.
